Data centers in Luxembourg: 1 project mapped

Luxembourg's biggest data center story is Google's plan for Bissen, under discussion since 2016. On January 13, 2025, the Bissen council approved the site's special development plan, but Google still has no building permit. Mayor David Viaggi said: "The absence of a building permit still raises questions about whether the project will actually be carried out." No newer update on the permit has been published.

Water is the sticking point. The environmental group Mouvement écologique says construction cannot begin until environmental permits are granted, which have not happened, and puts water use at 51 cubic meters a day during construction and 11 once running. "The municipality of Bissen has a responsibility not to present its citizens with a fait accompli," the group said. Google has agreed to pay €13.5 million for road and network access and about €1.5 million for an agricultural path, money the community keeps even if the project is dropped.

The country's existing capacity is mostly state-linked. LuxConnect runs three Tier IV data centers plus a fourth in Bissen that hosts MeluXina, a €30 million supercomputer funded by the EU and Luxembourg. Its sites run on renewable power, with server heat piped to a new neighborhood in Bettembourg. The private Portus Data Center at Cloche d'Or, open since 2009, has said it plans to add more space in the years ahead.
