Much of Taiwan's new data center building is in Taoyuan. On Baoshi Street in Guishan, behind the Hongbao residential community, Vantage's TPE11 is finished and Keppel and DDSP's 80-megawatt Westwood campus is going up on more than four hectares of hillside, The Reporter found in April 2026. Microsoft opened a 40-megawatt data center in Guishan in 2024 and is building a 50-megawatt one in Luzhu.
"This project involves two companies, and from what I've heard both are foreign firms," said Chen Wen-ching, chief of Xinling Village, where the hills once held a coal mine and brick kilns. The Baoshi Street projects sit right beside homes but have not triggered large protests, The Reporter said. Chunghwa Telecom has also been building a five-story, NT$1.59 billion data center in Taoyuan since 2022.
Taoyuan sits on the line that shapes the market: since September 2023 Taipower has not approved data centers above 5 megawatts north of Taoyuan. In July 2026 the Ministry of Economic Affairs conditionally relaxed that for AI data centers within about 2 kilometers of the Datan or Hsieh-ho power plants, United Daily News reported. Taipower chairman Tseng Wen-sheng has compared an AI data center to a shot put: a container-sized unit using about as much power as a hotel, which could quickly overload a city grid.
