Microsoft is building on land Mount Pleasant prepared for a Foxconn campus that never arrived at full scale. Its first building, Fairwater, came online in April 2026 with about 550 workers; a second is planned for 2028. With a $4 billion expansion announced in 2025, Microsoft's investment in the two campuses reached $7.7 billion, and in January the village board approved site plans for 15 more data center buildings on two new campuses worth more than $13 billion. Microsoft guaranteed the village a minimum assessed value of $1.4 billion by 2028.

Not everyone gained. When Fairwater came online, Sturtevant residents just north of the campus reported a fan hum they could hear indoors with windows shut; Microsoft adjusted the fans and says the problem is fixed. In Caledonia, more than 40 residents spoke against a Microsoft-linked proposal for three buildings and a substation on former We Energies farmland; the plan commission approved rezoning 5-2 in September 2025, but Microsoft withdrew the request in October after the pushback.

Electricity is the larger fight. WEC Energy Group expects 2.6 gigawatts of new demand from Microsoft's buildout here and 1.3 gigawatts from Vantage's Port Washington campus. On April 24 the Public Service Commission approved a special rate for very large customers but tightened it first: data centers must now cover 100 percent of the cost of new gas plants built for them, not 75 percent.

"Existing Wisconsin customers should not pay a single cent to subsidize the service of data centers," said Commissioner Kristy Nieto. Microsoft signed its 15-year contract under the new rate on July 16; the 2027 rate case will be the first test of whether it holds.
