Anglesey County Council refused Carbon3.ai's plan to turn the former Octel chemical works at Amlwch Port, on the island of Anglesey in north Wales, United Kingdom, into an AI data center, in a decision notice dated April 20, 2026. The notice said: "Insufficient information has been submitted to demonstrate that the proposal will not harm the landscape, special designated sites, ecology, Welsh Water apparatus as well as the amenity of adjacent nearby residential properties."

The 61-acre site used to produce bromine from seawater and has lain empty since it closed in 2004. Carbon3.ai applied in January 2026 for a change of use to reuse the existing buildings for what its consultant described as a "modern, energy-efficient AI centre, delivering a high-capacity, secure and low-carbon AI computing facility". The application gave no target capacity or opening date, and the site plan appeared to show a single data hall. The site has tax site status within the Anglesey Freeport, and the application pointed to the UK government's decision in November 2025 to name north Wales an AI Growth Zone.

Little is known about how Carbon3.ai is funded; it appears to be a subsidiary of Valencia Energy, which runs power plants around the UK, and it claims a 4.5-gigawatt pipeline across a planned network of UK sites, DCD reported. The company has also announced a modular AI data center in Derbyshire.

The council's concerns were the landscape, protected sites, ecology, Welsh Water's infrastructure on the site and the effect on neighbors, and it found the proposal conflicted with planning policy and technical advice. The decision rests with Anglesey County Council, the planning authority.
