Sentinel Grove Technology Park/ Project Jarvis data center, Fort Pierce, Florida

Sentinel Grove Technology Park, also known as Project Jarvis, is a proposed data center campus of up to 15 million square feet on a former citrus grove outside Fort Pierce, in St. Lucie County, Florida. Its developer, Timberline Real Estate Partners, needed the land changed from Agricultural-5 to a Special District, and the St. Lucie County Planning and Zoning Commission rejected that change 4-2 at its October 16 meeting. That vote came in October 2025, against the recommendation of county staff. In February 2026 the application was withdrawn, the applicants choosing to wait and see what the Florida Legislature would do about data centers.

The 1,218-acre site lies on the east side of Minute Maid Road, extending about 2,600 feet north of Orange Avenue (State Road 68), south and east of the South Florida Water Management District's C-25 Canal. The land is zoned AG-5 agricultural and is owned by Epic Estates 68 LLC; Epic Estates, a Tallahassee-based land banking investment firm, bought it for $15 million in July 2024, according to the St. Lucie County Property Appraiser's Office. The architecture and planning firm HJA Design Studios submitted the request alongside Timberline.

One notice said the zoning would allow up to 15 million square feet of development, about 5 million of it in the first phase. The buildings would stand about 60 feet tall. The project reportedly represented a long-term private investment of $13.5 billion "for the first 1,000MW of data center capacity." The county would not have supplied its water: the plan called for private, self-contained package treatment plants for water and wastewater.

At the October hearing, county Senior Planner Thad Crow called it "a large-scale technology park" and "a low-traffic generator", and Patty Tobin, presenting the project, said: "This project would put SLC on the map." Scott Bullock of Timberline said there was no tenant at the time, and told the commission: "We anticipate a very large decrease in water consumption." Residents were not persuaded. "That's the last agricultural area we have left in St. Lucie County, please don't destroy it," said Cynthia Adams. Charles Paschal, who has property on Orange Avenue near the site, said: "If you read this plan, this is like a teenager writing their own permission slip to a party". Peter Harrison, an Orange Avenue resident who owns an 18-acre homestead and is an officer of the nearby 4-H ranch, said: "The size and scope of the project is just unprecedented. The numbers are just off the chart."

In February, St. Lucie County Commissioner Cathy Townsend said the "data center pulled out because they knew that there was going to be legislation coming out in Tallahassee," DCD reported. That legislation, SB 484, became law in May 2026, narrower than Gov. Ron DeSantis had wanted. It requires data centers to pay for their own utilities rather than shift the cost to other customers, does not ban nondisclosure agreements between data center companies and state agencies, and continues to let local governments regulate land development for data centers.

The nearest fight now is inside Fort Pierce. Willow Lakes LLC, owner of 203 acres off West Midway Road and Interstate 95, applied in June 2026 to rezone 174 acres to light industrial for a data center; the land was once planned for the Koa Bay Surf Park Community. Fort Pierce City Commissioner Michael Broderick said he wants the developers to show there will be no impact on groundwater, utility fees or noise: "If they don't, then I will not be supportive of it". More than 200 people crowded the Fort Pierce Planning Board meeting on the request in September, and the applicant's attorney, Lee Dobbins, asked for the item to be tabled to an unspecified date. City Planning Director Kevin Freeman said Fort Pierce has no zoning classification that specifically addresses data centers, and that a decision "may be some time away". Fort Pierce activist Kevin Keene has asked the city commission to draft an ordinance requiring a unanimous 5-0 vote for any future "high-impact data center development."

In February 2026, DCD reported that the Sentinel Grove applicant was choosing to wait and see how the legislative process played out. The planning commission's vote was only a recommendation; the decision belongs to the St. Lucie County Board of County Commissioners. In January 2026 the county's communications director, Erick Gill, said the developer could still bring the project to that board by submitting its plan to county staff, and that no meetings were scheduled.
