The Western Cloud Base sits on the Gobi desert at the southern edge of the Tengger Desert in Zhongwei, Ningxia, part of China's national "East Data West Computing" program. China Mobile, China Unicom, China Telecom and Amazon Web Services all run data centers in the wider Zhongwei cluster, according to Xinhua.
Beijing designated Zhongwei a national internet exchange hub in 2020 and a national computing network hub node in 2021. The city now counts nine data center parks and 26 data center companies on site, including backup centers for eight central government agencies.
