Guangdong's biggest data center build-out is in Shaoguan, a former heavy-industry city in the north of the province that won approval as the province's national computing hub in February 2022. At a conference there on June 12, 2026, the city said it had drawn 20 large AI computing projects from Alibaba, Tencent, China Mobile, China Unicom and others, worth more than 97 billion yuan, and launched a data link to Guangzhou and Shenzhen. It expects its AI computing capacity to more than triple by the end of 2026.
The province decides where data centers go. Under a 2021 plan described by S&P Global's 451 Research, Guangzhou and Shenzhen may in principle host only smaller data centers for work that needs fast response, while large builds go to nine outer clusters, including Shaoguan, Qingyuan, Shantou and Huizhou. The same year Guangdong stopped approving new racks except for small projects, because it had already passed its 2022 target. Shaoguan's mayor said in 2024 that more than 60 projects worth 100 billion yuan had been signed there.
The largest existing campus is Tencent's in Qingyuan, which opened in July 2020 on 26.6 hectares with room for more than 1 million servers. Tencent also laid the foundation for a cloud data center in the Shenzhen-Shantou Special Cooperation Zone in December 2011. Huawei Cloud's southern base, on the east side of Songshan Lake in Dongguan, began operating in 2019. Singapore's Keppel DC REIT owns three seven-story buildings at the Bluesea Intelligence Valley campus in Jiangmen, all leased back to their seller for 15 years.
