Heilongjiang's main data center is China Mobile's Harbin campus in the Hanan industrial new town, and it has been growing. Its AI computing cluster of about 18,000 Chinese-made accelerator cards, built with Huawei, went into service in 2024. Two more buildings, B04 and B05, designed for more than 61 megawatts of computing load, were scheduled to go into production by the end of June 2026; no update has been published since.
The province only entered the business in 2024 and is selling cold weather and cheap power. At a June 2025 investment event in Harbin it said data centers could get electricity for as little as 0.36 yuan per kilowatt-hour without subsidy, and pointed to winters of five to six months and an average temperature of 3.5°C. It is planning a computing park in Harbin's Pingfang District with a dedicated wind and solar power network.
China Mobile's campus has more than 160,000 square meters built and room for 18,000 racks; its customers include the provincial government cloud, banks, Baidu, Alibaba, Tencent and ByteDance. Others have followed. The Harbin Digital Longjiang AI computing center opened its first phase in 2024, and construction began that April on the 875 million yuan Jing'an Huili Northeast Asia Intelligent Computing Center on Zhigu Avenue in Harbin New Area, whose first phase was due to open that year.
