China Mobile operates this intelligent computing data center in Hanan Industrial New Town, part of the Harbin High-tech Industrial Development Zone in Pingfang District, Harbin. The site covers about 1,294 mu (86 hectares), with a planned total floor area near 600,000 square meters and more than 160,000 square meters already built, providing 18,000 equipment racks. China Mobile has certified it as a national green data center and a five-star facility within its own network.

The center runs what China Mobile calls the largest single-cluster AI computing operation among telecom operators worldwide, with 6.93 exaflops of computing power across an 18,000-chip cluster and a power usage effectiveness rating of 1.2. It serves more than 40 Heilongjiang provincial government departments along with banks and tech companies including Baidu, Alibaba, Tencent and ByteDance, according to Heilongjiang Daily. Two more buildings, B04 and B05, were due to finish by the end of June 2026, bringing the site's total designed IT power to more than 61 megawatts; that date has passed and no report of their completion has been published.
