China Mobile's Hohhot Intelligent Computing Center, a data center in the Horinger New Area of Hohhot, Inner Mongolia, China, is built to train artificial intelligence models and run big data analytics for sectors including transportation, healthcare and finance. It has a peak computing capacity of 6,700 petaflops, which China Daily said in 2025 made it the world's largest single-unit computing center run by a telecom company.

Power is its biggest cost. The center paid about 290 million yuan, roughly $40 million, for electricity in 2025, more than 70 percent of its operating expenses, according to a Hohhot city government release reported by The Next Web.

Horinger has become one of China's main computing hubs under a national plan to move computing demand from the crowded east to the resource-rich west. The district now holds 62 computing centers with a combined capacity of 150,000 petaflops, Xinhua reported, citing local authorities. In August 2026 Inner Mongolia signed 186.46 billion yuan, about $27 billion, of new green computing projects with companies including ByteDance's Volcano Engine, Cambricon and China Telecom.

Researchers question how much the buildout helps residents nearby. Data centers do not necessarily create a "huge spillover effect" on local jobs, Andrew Stokols of Singapore Management University said; both in China and elsewhere, he said, "immediate benefits have been elusive."
