Huawei Horinger data center, Hohhot, Inner Mongolia

Huawei Cloud is building a data center in the Horinger New Area Cloud Valley Zone of Hohhot, the capital of Inner Mongolia, China, where ground was broken on October 8, 2023. The project covers 5,963 mu, about 398 hectares, with a planned capacity of more than a million servers, and China Daily reported it would be Huawei's biggest computing hub cluster in north China once complete.

Horinger is not one data center but a growing cluster: China Telecom started building south of Hohhot in Horinger County in 2011, Inner Mongolia announced a provincial big data strategy in 2016 modeled on Guizhou's, and the area was branded China Cloud Valley. Huawei is building there alongside China Telecom and China Mobile, which have already opened facilities, with data centers for the Bank of China, the Agricultural Bank of China, China Construction Bank and U-Cloud also planned for the area.

By August 2024, Hohhot officials counted data centers by China Mobile, China Telecom and Huawei Cloud among the New Area's key projects, with a combined computing power of 24,000P across the cluster.
