Inner Mongolia holds one of China's biggest concentrations of data centers, in two cities: Hohhot, the regional capital, and Ulanqab, about 240 kilometers from Beijing. The largest single site is Envision Group's Envision Galaxy Campus in Ulanqab, which began operating on August 6, 2026 and is planned for 2 gigawatts of power. The next big one is DeepSeek's: the Chinese AI company is planning a data center of about 1 gigawatt in Ulanqab, hoping to bring part of it online by the end of 2027 or early 2028, Bloomberg reported in July.
The region sells cold weather and wind and solar power. Officials say more than 85% of the electricity its data centers use is green power, and electricity is 60 to 70% of a data center's running costs, according to Cao Zhanwei, who heads the enterprise service center in Hohhot's Horinger New Area. By July 2026 the region counted about one-seventh of China's computing power.
The Hohhot-Ulanqab cluster has drawn China's major phone carriers, big technology companies and state financial institutions, officials say. Ulanqab also hosts Apple's second data center in China, and more than a dozen firms have projects planned in the city, according to a compilation of local government approvals cited by Bloomberg. Envision's campus covers 120,000 square meters, about 20 soccer fields, and the company says more than 80% of its power comes directly from renewable sources. It is the first of 5 gigawatts of desert data centers Envision plans worldwide by 2030.
