The main data center project in South Ostrobothnia is a campus being built by Pure DC, a British developer, in the Kivenneva area of Seinäjoki, the regional capital. According to Yle, the project was first discussed publicly in 2021. In late 2025 the city council was due to approve a zoning change that merged a block of just over 22 hectares along Itäväylä into a single plot. The building permit was handled in February 2026. It covers 21 buildings in total, three of them data center buildings, and the rest supporting structures. In April 2026 the city sold the 22.3-hectare plot to Pure DC Projects Oy for about 3.86 million euros, which Yle called the largest land sale in the city's history. The city and the company have preliminary agreements covering the sale of a 155-hectare area, so the site could grow. Earthworks had already started near the junction of Peräseinäjoentie and the eastern bypass.
In July 2026 Pure DC formally launched the first phase: 110 megawatts, costing about 1.5 billion euros, on a campus the company says could eventually exceed 550 megawatts and a total investment of more than 7.5 billion euros. Pure DC told Yle the first phase was already fully leased. Bloomberg reported, citing people familiar with the matter, that Microsoft is among the tenants, and DCD reported that neither company had confirmed it. Pure DC says the site has its permits, grid connection and a substation for the first building in place. It says the campus will use direct liquid cooling in closed loops with no water use in operation, according to Computer Weekly. The company says the first phase will bring about 1,500 construction jobs. An April 2026 Yle report put permanent jobs at 150.
The city's case rests on jobs, taxes and heat. "As well as the construction jobs and permanent roles there will be many other benefits for the area – business rates and property tax will be reinvested to benefit local residents, waste heat from the data center will be repurposed for our district heating network, and our partnership will also see Pure DC investing across a number of education and reskilling initiatives," Seinäjoki mayor Jaakko Kiiskilä said in the July announcement. No published report describes organized local opposition or any vote against the project. Seinäjoki is not the only place in the region courting data centers: Yle noted that the small municipality of Isojoki had approved a letter of intent for one.
