SK Group and Amazon Web Services are building a 103-megawatt AI data center in Ulsan's Mipo National Industrial Complex, on a 36,000-square-meter site next to a gas-fired power plant owned by an SK affiliate. Construction began in August 2025. The first building, about 40 megawatts, is due to be finished in April 2027 and start operating in October 2027; a second, about 60 megawatts, started in early 2026 and is due to be finished in July 2028, Fortune Korea reported.

SK chose the site for power. SK Multi Utility's plant next door, about 300 megawatts, is meant to supply the data center with electricity from gas, at a price below what KEPCO, the state utility, charges. Fortune Korea reported that SK's power companies were still weighing what price to charge. SK chairman Chey Tae-won said on September 11, 2026 in Ulsan that talks with global tech companies were moving fast and that plans for the site had reached almost 900 megawatts, with an announcement to come, the Seoul Shinmun reported.

The local worry is transmission lines. The Ulsan Journal reported that expanding the grid for a site this size usually takes five to seven years, and warned of a repeat of the Miryang conflict, where residents fought KEPCO's high-voltage towers for years, if new lines are planned without telling residents. Chey's 900-megawatt figure describes negotiations, not a permitted project.
