Data centers in South Korea: 10 projects mapped
South Korea's data center fight is in and around Seoul, where most of the country's data centers are. On August 12, 2026, the heads of all 25 Seoul districts agreed to ask the city for tougher limits on new data centers and to seek a change to the Building Act so districts could refuse permits in semi-residential, semi-industrial and commercial areas. Because data centers count as telecommunications facilities, local governments have few grounds to restrict them across about 88% of Seoul.
Seventeen of 33 data center projects pursued in the capital region in 2024 and 2025 were delayed or scrapped, the Korea Herald reported. In Geumcheon-gu, disputes between residents and developers have turned into criminal complaints. "Residents are increasingly concerned about data centers being built in densely populated residential areas," said Cho Yu-jin, mayor of Yeongdeungpo-gu.

In Incheon's Dohwa-dong, KDB Infrastructure Asset Management plans a data center with 80 megawatts of power on about 58,000 square meters, permitted by Michuhol-gu in April 2023. Residents object that apartments sit about 150 meters away and a school about 300 meters; three shaved their heads at a May rally, and more than 6,400 signed against it. The newly elected district mayor, Kim Jung-sik, opposes the project, and in July the district formed a 19-member council of residents, officials and builders, which was to hold its first meeting in August.
Outside the capital, the national government wants 18.4 gigawatts of AI data center capacity by 2035. The "Stargate Korea" plan announced with OpenAI in October 2025, one site with SK in South Jeolla and one with Samsung in Pohang, had little to show nearly a year later: Samsung SDS said "nothing has been confirmed," and an industry source said the companies were still looking for sites with enough power and water.
