Norrbotten's newest data center proposal is on church-owned forest at Gammelstad, on the edge of Luleå. In November 2025 Norrbottens-Kuriren reported that Landinfra Energy and the Church of Sweden's Luleå diocese had asked the municipality for a planning decision on about 30 hectares of church-owned forest near the Gammelstad church town, between the railway, the E4 and a power line at Gammelstadsviken. The land is classed as green space in the municipal plan. Landinfra co-founder Linus Fransson said the company envisages a 50 to 100 MW data center up to 18 metres high, with 60,000 to 80,000 square metres of floor space. No decision had been reported in what was read.
The county, Sweden's northernmost, has hosted data centers for more than a decade on the strength of its cold climate and Lule River hydropower. Meta's campus at Porsön in Luleå has three server halls, the first alone 28,000 square metres and the site as a whole more than 100,000. In 2015 the British operator Hydro66 opened a 1,000-square-metre, 3.2 MW colocation facility near Boden, beside a new 120 MW substation and 500 metres from a 78 MW hydroelectric dam. Sweden's then finance minister, Magdalena Andersson, opened it, and the company said the cold, with an annual mean of -1.3°C, let it use free cooling 350 days a year.
