Data centers in Connecticut: 5 projects mapped
The one data center moving forward in Connecticut is small. ReNew Developers wants a 15,000-square-foot building on Riverside Avenue in Bristol, on the former Dodge Village site beside the Pequabuck River, powered by a 4-megawatt fuel cell on site. The state Siting Council approved the fuel cell in December 2022, and Bristol's Inland Wetlands Commission approved the project in April 2026. Mayor Ellen Zoppo-Sassu wrote that it would buy city water and use closed-loop cooling, using about 30% of the water of a local grocery store.
The state's largest proposal is gone. NE Edge had planned a campus in Waterford drawing power directly from the Millstone Nuclear Power Station; in April 2026 its host fee agreement with the town ended in default, after nearly three years of opposition from the Concerned Citizens of Waterford and East Lyme. The group used grid operator data showing both Millstone reactors were offline for five weeks to challenge NE Edge's claim that it would not need backup generators.

Towns are acting before projects arrive. Groton adopted a one-year moratorium in 2022 and then zoning that bans data centers over 12,500 square feet, and Morris approved a two-year moratorium in 2026 to protect its farmland. "We can't control that, that's all state jurisdiction. This is something we can control," Morris zoning officer Tony Adili said. New Haven's draft ordinance lists West Haven among the towns that have paused or studied data centers.
In New Haven, Board of Alders Majority Leader Richard Furlow proposed a 12-month moratorium in July; it needs a committee public hearing before a final vote by the full board. The 2026 legislature ended without acting on bills to end the state's data center tax break or to regulate data centers drawing power from a plant such as Millstone.
