Data centers in Maine: 4 projects mapped
Two data centers are proposed in Maine, and the state's biggest plans are on hold. At the former Loring Air Force Base in Limestone, LiquidCool Solutions plans to start with a few megawatts of power in an existing building and says the site could grow to 50 megawatts. Off Eastport, DeepGreen Western Passage has asked federal regulators for a permit to explore an underwater data center powered by the tides; that permit has not been approved. Scarborough's council holds a second hearing October 21 on banning data centers in every zoning district.
The largest proposal, a data center of more than half a billion dollars at the former Androscoggin Mill in Jay, stalled in June when Sentinel Data Centers pulled out. Gov. Janet Mills had cited the Jay project when she vetoed a statewide pause on data centers over 20 megawatts in April, and the House vote to override, 72-65, fell short of two-thirds. "We had asked repeatedly for evidence," said Rep. Melanie Sachs of Freeport, the bill's sponsor. "I'm sad for Maine."

Towns have since written their own pauses. In Sanford, where multiFUELS has talked of a data center of 100 to 200 megawatts on about 1,000 acres along the Mousam River, the city council unanimously extended its moratorium for 180 days in August. In Scarborough, developer Daniel Dickinson's Scarborough Technology Park was already before the planning board when the town paused data centers in June. Brunswick, Westbrook, Bangor, Ellsworth and Eastport have passed pauses too, and Westbrook's staff have recommended banning standalone data centers outright.
At the state level, Mills created a 15-member Maine Data Center Advisory Council, which must send its findings and any proposed laws to the governor and Legislature by January 29, 2027. Its next meeting is October 7.
