AWS Cosner Tech Campus (Spotsylvania) data center, Fredericksburg, Virginia

Amazon's Cosner Tech Campus, a 1.9 million-square-foot data center on 329 acres off Massaponax Church Road near Fredericksburg in Spotsylvania County, Virginia, was approved by the county's Board of Supervisors in 2023 and is under construction, not yet operating. It is the only one of Spotsylvania's approved data centers to commit to a 55-decibel noise limit measured at the property line, tighter than the county's standard 65.

The campus has already drawn state enforcement. The Virginia Department of Environmental Quality fined Amazon Data Services $72,067.80 after a May 2025 power outage during commissioning started backup diesel generators whose pollution controls failed, pushing nitrogen oxide emissions over the permitted limit. An Amazon spokesperson said the equipment failed before the company had taken occupancy, that Amazon reported it within the required window, and that the generators are now in compliance.

Spotsylvania bans data centers from using drinking water for cooling on a permanent basis, so Cosner is one of three approved sites allowed temporary water from the public system until a privately financed wastewater-reuse system is ready, which the county has scheduled for Cosner in the 2028-2029 cooling season.

Opposition to data centers has grown since Cosner was approved. In August 2026 the board voted 4-2 to urge Governor Abigail Spanberger to impose a statewide moratorium, with two supervisors citing residents who packed the meeting in protest; the county already had eight approved data centers and 11 pending applications.

Later in August the board voted 3-2 to cap data centers at 45 percent of the county's industrially zoned land. The county's own tracking table puts total approved data center acreage at 1,597 acres as of August 2026.
