Breaker Street Associates LLC Data Center, Jessup Borough, Pennsylvania

Jessup's zoning hearing board has rejected the Breaker Street Associates LLC data center campus in Jessup Borough, Lackawanna County, Pennsylvania, because the project's planned substation sat on residentially zoned land north of Breaker Street. The West Conshohocken company had applied in June 2025 to build six data center buildings, nearly 1.1 million square feet, on 131 acres south of Breaker Street, drawing 600 megawatts of power.

Jessup's zoning officer denied the application on June 25, 2025, the company appealed, and the five-member zoning hearing board voted unanimously against it on December 23, 2025, issuing its written decision in January 2026. The board held that the substation was not a public utility facility under Pennsylvania law because the proposed use was not "to or for the public for compensation."

Borough council has since adopted an ordinance creating an energy and information technology overlay district that confines future data centers to industrial land near the Valley View Business Park and the Lackawanna Energy Center gas plant, makes them conditional uses needing a public hearing, and caps their height at 50 feet. "We wanted to make sure that it was as thorough as possible," council member Curt Camoni said. Applications filed before the vote, including this one, are grandfathered under the old zoning.

The project was one of at least six data centers proposed in Lackawanna County, with three in Archbald, one in Blakely and a large campus in Clifton and Covington townships. The developer's option after the board's decision was to appeal to county court, and no appeal filing has been reported since.
