EdgeCore Data Center, Louisa County, Virginia

EdgeCore Digital Infrastructure is expected to generate its own power for the 1.1 gigawatt data center campus it is building at the Shannon Hill Regional Business Park in southern Louisa County, Virginia, Louisa District Supervisor Manning Woodward said in June 2026, though the county has received no plans for it. "I would assume that they'll maybe be smaller gas plants or something, maybe small modular reactors," Woodward said; EdgeCore did not answer questions about how it would source its power.

When supervisors rezoned the park in 2019 they made major utility service a by-right use, so EdgeCore can build a power plant there without a local public approval process, needing only state and possibly federal permits. The county marketed the site on its closeness to a Columbia Gas transmission line, and Columbia has written to landowners about expanding a section of the line through western Louisa between Boswells Tavern and Shannon Hill. Woodward said the campus would be cooled by a closed-loop air system and draw what water it uses from the James River rather than the Northeast Creek reservoir, central Louisa's only public drinking water source, through a line due by the fall of 2027.

EdgeCore bought the 697 acres from the county's Industrial Development Authority for $42 million. It announced the purchase on June 25, 2025, for a 3.9 million square foot campus of more than 1.1 gigawatts and an investment of more than $17 billion. Its announcement named Rappahannock Electric Cooperative and its affiliate, Hyperscale Energy, as the power suppliers rather than Dominion.

The land came from the county itself: Louisa County bought the Shannon Hill Regional Business Park for $2.6 million in 2018, zoned it for technology uses in 2019, spent $13.6 million in grants, $17 million in debt and $29.5 million on utilities getting it ready, and sold the 697 acres to EdgeCore for $42 million. Through EDI Louisa 1 LLC, EdgeCore has since applied to the Army Corps of Engineers for a second phase of three buildings and on-site substations on 187 acres between Shannon Hill Road and Parrish Road, which would affect 4.2 acres of wetlands and more than 6,300 feet of streams.

By April 2026 construction work had begun at the Louisa campus, Virginia Business reported.
