Fibernet MercuryDelta Campus/Delta Gigasite data center, Delta, Utah

Creekstone Energy is building the Delta Gigasite, a data center campus master planned for 10 gigawatts, or 10,000 megawatts of power, on 1,143 acres about 9 miles southeast of Delta, in Millard County, Utah. Work on its natural gas power infrastructure is underway, and Millard County approved the rezoning and conditional use permit that let the project move ahead. Utah's rural tax incentive program has since credited the now-under-construction project with committing $17.1 billion in investment over 20 years.

The site first came before the county in 2025 under the name Fibernet MercuryDelta, an Orem company that asked Millard County to rezone the land from agriculture to heavy industrial. The county commission approved the rezoning after the planning commission recommended it in May 2025, and issued a conditional use permit for the campus that summer; Creekstone says both passed unanimously. The company was co-founded by Fibernet CEO Lane Livingstone and Creekstone Capital CEO Ray Conley, who now leads Creekstone Energy.

Creekstone describes a campus managing 10 gigawatts of power over a decade: 1.8 gigawatts from the Intermountain Power Project, 6 gigawatts from solar and 2 gigawatts from natural gas. In March 2026 the company said it had leased 13,000 acres of state trust land next to the campus for more than 1 gigawatt of solar, with county zoning approval, aiming for deliveries beginning in 2027.

A company spokesperson told The Salt Lake Tribune the campus would use up to 200 acre-feet of water a year at full build-out, roughly what 400 households use annually, relying on a closed-loop cooling system the company calls essentially waterless.

Conley said the site could also capture around 4,000 acre-feet a year of water condensed from the gas plant's exhaust, an idea the company has hired the University of Utah's Energy and Geoscience Institute to test. "If the results bear out, this could change the way the data center industry thinks about water," said Milind Deo, the institute's lead investigator.

Not everyone in the county wanted the rezoning. At a June 2025 county commission meeting, resident Jarvis Jones said, "This land is currently zoned agricultural for a reason," warning the change was "a permanent shift in how this land and the land around it will be treated for generations to come." Resident Ron Larsen spoke in favor: "I think we ought to move forward with it." Commissioners Bill Wright and Vicki Lyman have said the county gave the project no special treatment or incentives.

Wright called data centers a better way for the county to grow than a business that brings hundreds of workers needing new houses and schools. Lyman said the campuses will run on their own generators rather than the local grid.

A second campus, Joule Capital Partners' project near Holden, broke ground in November 2025 on land the county rezoned in August 2025; together the two campuses would cover about 8 square miles of a county of 13,437 people. Creekstone expects the university's water test results by summer 2027 and says the data center will proceed whatever they show. Land use decisions rest with the Millard County Commission, which approved the zoning and the conditional use permit.
