Globalinx, which runs a cable landing station and colocation data center at the Corporate Landing Business Park in Virginia Beach, Virginia, is expanding: in August 2026 the Virginia Beach Development Authority agreed to sell it nine more acres there for $1.8 million. The land is for the third phase of the Globalinx Virginia Beach data center campus: an 85,000-square-foot building, a $65 million project to support more cable landing stations and carrier-neutral colocation, with no timeline given.

Globalinx first agreed to buy land in the business park in 2016, planning a carrier-neutral data center near Telefonica's new cable landing station, as the Marea and Brusa subsea cables came to Virginia Beach. The first phase came online in 2019, and a second phase is under development. In January 2025 Globalinx said it had begun building an expansion of its 11-acre campus for four more subsea cables, alongside the three operating cables at the neighboring Telxius landing station, which connects to Globalinx in a meet-me room. The Brusa, Dunant and Marea cables land at Virginia Beach, with Confluence-1 due to join in 2026.

A week after the development authority's vote, the Virginia Beach City Council voted unanimously for a 12-month pause on permits for new data centers, or until the city addresses data centers in its zoning. City officials have said they want to protect data center businesses tied to the subsea cable landing industry, and the moratorium is not expected to affect existing businesses. "This is an opportunity for us to take a pause to give us a chance to consider this topic in a thoughtful way," Councilmember Joash Schulman said before the vote. The city's planning commission chair had warned in May that data centers could be built by right in industrial districts because the zoning code does not define them.

Neighboring Chesapeake adopted an eight-month data center moratorium and closed a zoning loophole in August 2026, after rejecting a 350,000-square-foot data center a year earlier. Globalinx is also planning a backup data center in Portsmouth and a cable landing station in Ocean City, Maryland, for Amazon's FastNet subsea cable.
