Servpac, a Hawaii cloud and colocation company, is adding a second building to its MTP Data Center in Mililani Technology Park in central O'ahu, Hawaii. The site is in Honolulu County, and the first building has been operating since 2021. Building 2 broke ground on Jan. 22, 2026: a $13 million, 15,500-square-foot building on a 5-acre parcel of company-owned land that will increase the facility's size by 50 percent, with completion expected in the second quarter of 2026.

The existing 30,000-square-foot Building 1 is the state's only Tier IV Uptime Institute-certified data center, and Servpac expects Building 2 to receive that designation too. Servpac's website puts the current facility at 1MW, and the company told DCD the expansion would provide an estimated 10 times more cabinet and power capacity. The first phase, completed in September 2021, was designed to produce about 1MWh of power a day from 500 solar panels, and the new building is designed to withstand Category 5 hurricane winds with its own power supply. President Richard Zheng said Hawaii's "particular vulnerabilities because of threats from hurricanes to tsunami and rising sea levels" create a great need for a geographically secure data facility. Ralph S. Inouye Co. is the general contractor.

Hawaii's argument over data centers is about much bigger facilities. On Hawaii island, Hawaii County Council member Heather Kimball's Bill 170 would state that data centers "are not a permitted use in the County," while exempting those serving public institutions and leaving existing ones alone. "There has been a clear indication from some of these entities that they intend to build data centers in every state in the country, including Hawaii," Kimball told the Windward Planning Commission, which on Sept. 3, 2026 voted 4-0 to defer the bill until October. County Planning Director Jeff Darrow suggested allowing standalone data centers only in the general industrial district, up to 10,000 square feet, with larger ones needing a use permit, and he warned that an outright county ban could push developers to seek state approval instead.

Those rules would apply only on Hawaii island, not on O'ahu, where Servpac's expansion is already under way.
