Project Hummingbird data center, Monongahela Township, Pennsylvania

Project Hummingbird is a 910 megawatt data center that International Electric Power (IEP) wants to build on 1,400 acres of the former Robena coal mine at Alicia, in Monongahela Township, Greene County, Pennsylvania. IEP, of Pittsburgh, wants gas turbines, backup generators and a water treatment plant on the site, with cooling drawing eight to nine million gallons a day from the Monongahela River, about 17 million gallons a day once the servers are added. The Greene County Planning Commission voted 8-1 on December 17, 2025 to approve the first phase, grading and reclaiming 309 acres, after nearly ninety minutes of public comment.

IEP promises 1,500 construction jobs a year over six years, 150 to 200 permanent data center jobs and 40 to 50 running the turbines. County commissioners chair Jared Edgreen backs the project for its tax revenue: "For so many years, this county thrived on coal tax revenue, and we've seen that go down (along) with the jobs as well." Nearby resident Kimberly Barton disagreed: "For (a few) viable, long-term jobs, you have 28 houses of people that are being affected by the environmental impacts," and asked whether it would hurt the soil for growing crops.

The gas turbines and the data center buildings still need separate approvals; planning commissioner Brian Sokol, who voted yes on the first phase, said of the rest, "Will they for Phase 2? I don't know. We'll see." As of December 2025, IEP said it hoped to have permitting done by early 2026, start building the data center and power plant in 2026, finish the data center by 2028 and have the turbines running in 2029. No public update on permits or construction has been published since that vote.
