Data centers in Greene County, Pennsylvania: 1 project mapped
Greene County's one data center proposal, Project Hummingbird, would cover 1,400 acres of the former Robena coal mine along the Monongahela River in Monongahela Township, next to the small village of Alicia. The developer, International Electric Power of Pittsburgh, plans two natural gas turbines generating 910 megawatts of power on site, plus a battery system and a water treatment plant built by Essential Utilities. The county planning commission voted 8-1 on December 17, 2025, to approve the project's first phase: grading and reclaiming 309 acres and preparing the site for the turbines and water plant.
No tenant has signed on yet. IEP's chief executive, Peter Dailey, said in October 2025 the company was talking with seven potential customers and hoped to sign one by early 2026; by January 2026, according to Farm and Dairy, none had been found. IEP has said it expects to invest $2 billion in the power plant, with the data center itself costing around $10 billion, and estimates 1,500 construction jobs over six years plus 40 to 50 permanent jobs at the plant.

The few families still living in Alicia are divided. "At least when the coal mine was there, it produced something," resident Tom Barton told the county planning commission. "But this just takes water, just takes." Others see it differently: "It might only be 250 jobs, it might be 100 jobs, but it's jobs," said Joseph Martinak of Waynesburg. Dailey has promised noise no louder than about 55 decibels at the property line.
The turbines and data center buildings still need separate approval, and IEP has not said when it expects to seek it.
