Data centers in Westmoreland County, Pennsylvania: 1 project mapped

TECfusions says the former Alcoa Technical Center in Upper Burrell Township could eventually hold 3 gigawatts of computing power, which would make it the Pittsburgh area's largest data center. The company controls about 1,400 acres it calls Keystone Connect; one building, Building J, is already live and serving an unnamed tenant. Upper Burrell adopted a 180-day moratorium on new data center development in May 2026, but it excluded work already permitted, and on August 5 the supervisors approved a land development plan for Building J's electrical and mechanical upgrades. The moratorium ends November 2, 2026.

Protect PT and two New Kensington residents, Guy Fuller and Allen Uhler, have appealed the August approval to the Westmoreland County Court of Common Pleas, arguing TECfusions should have gone before the zoning hearing board first. "It doesn't look good when you don't answer questions," Fuller told a September 2 meeting attended by more than 50 residents, most of them opposed. "Alcoa brought a lot of good things to this community," said resident David Ostrosky. "Bottom line is, I don't get that vibe from these guys." Vice Chair Kenneth Slahtovsky said the board was learning alongside residents and that nothing was being done yet for the hyperscale project itself.

The township's planning commission was due to review a draft data center ordinance on September 15; no result has been published. Residents want the same ordinance to regulate TECfusions' planned on-site power plants, which Slahtovsky wants handled separately. Neighboring East Deer, Oakmont, Tarentum, Murrysville and Gilpin have also moved to regulate data centers, and a bill letting municipalities adopt their own 180-day pauses awaits the state Senate.
