Project North Bay Solutions Data Center, Fairfield, California

Canon Partners, the owner of a 300-acre industrial site in northeast Fairfield, Solano County, California, is considering a 150 MW data center there, marketed to investors as Project North Bay Solutions, the Vallejo Sun reported in August 2026. The project would sit between Vanden Road and North Gate Road near homes at the outer edge of Vacaville.

The city has received no formal development application beyond a 2023 master permit, city spokesperson Bill Way said, and any application would need a public hearing before the City of Fairfield, not the county.

The pitch came in presentation slides distributed by the real estate firm Jones Lang LaSalle and the Kansas City developer NorthPoint Development, offering the project to investors or to clients seeking server capacity, with room to expand beyond 150 MW. The slides say the site's zoning allows a data center "by right" and that entitlements are nearly complete.

The slides also say PG&E began an engineering study in 2025 and that the city would supply water, with 1 million gallons a day of spare wastewater capacity near the site. Jones Lang LaSalle did not respond to the Vallejo Sun's questions.

Canon Partners is controlled by Andrews Lando & Associates and Stroud Properties, longtime Fairfield developers. In 2023 the Fairfield Planning Commission approved Canon Partners' master development permit for a 4.6 million square foot industrial park on the site, finding it consistent with the general plan.

That permit sets conditions on utilities, traffic and architecture but contains no detailed construction plans, and requires the city to provide water at its normal rates. "There are no specific limitations," Way said. "This would be determined by the type of industrial facility and its capacity needs."

Way said Canon Partners is studying the cost of bringing in the PG&E infrastructure a high-power use would need.
