AVAIO Perseus Data Center, Pittsburg, California

AVAIO Digital is building the AVAIO Perseus Data Center, a 99-megawatt data center on the former Delta View Golf Course in Pittsburg, Contra Costa County, California. The first phase, 347,000 square feet, anchors AVAIO's 76-acre Pittsburg Technology Park. The Pittsburg City Council approved the project 5-0 in November 2024, with 37 backup diesel generators, a switching yard and a PG&E substation with access to seven 230 kV lines. AVAIO put the investment at over $800 million, with construction starting in 2025 and energization in 2027.

Many residents only learned of the project in 2026, through social media and an online petition that passed 14,000 signatures. More than 200 people crowded a June 15, 2026 council meeting and gave over 100 public comments, most against the project, on transparency, water, power, pollution and noise. Mayor Dionne Adams told the room, "I know there are strong feelings about the data center project and I recognize as the mayor many residents have questions or concerns."

The Center for Biological Diversity sued in December 2024, arguing the city's environmental review ignored greenhouse gas emissions, water, wildlife and nearby wetlands. Under a settlement signed in December 2025, AVAIO must use recycled water as the sole source for cooling, install rooftop solar, buy 100 percent carbon-free electricity, and pay $750,000 toward regional climate projects.

The anger has turned personal. Council member Arlene Kobata told NBC Bay Area in September 2026 that a woman grabbed and shoved her at a public event and that she has received death threats. Mayor Adams condemned the threats. As of September 2026, Pittsburg has paused further action on the project while it does more community outreach.
