Stokes Data Center, Wheeling, West Virginia

Silicon Foundation's proposed Stokes Data Center at 74 Warwood Avenue in Wheeling, Ohio County, West Virginia, would reuse the 15-acre former Centre Foundry site on the Ohio River, with Stokes Inc. as the construction contractor. Early company posts described a 100 megawatt facility, which drew resident opposition; officials now say it would start at 10 megawatts and grow to no more than 50 megawatts, below the 90 megawatt line where West Virginia's House Bill 2014 takes over regulation.

Twelve Warwood residents sued Silicon Foundry Energy LLC in Ohio County Circuit Court in July 2026, seeking an injunction and arguing the site's industrial zoning does not cover a data center. Attorney General J.B. McCuskey intervened to defend House Bill 2014, and the court granted the state's motion. "We don't want this data center, so we're just here to remind you of this," resident Natalie Miniard told City Council.

Wheeling City Council was set to vote on September 15, 2026, on a memorandum of understanding in which Silicon Foundry Energy agrees not to build a high-impact data center, as the city plans a tax increment financing district on the property. The residents' attorney, J. Anthony Edmond Jr., urged a moratorium instead and criticized the short notice before the vote; city officials say they lack legal standing to pass one.
