Data centers in Orange County, Florida: 2 projects mapped
Orange County commissioners agreed on September 15, 2026 to pursue a temporary moratorium of six to 18 months on new data centers, before any company has applied to build a large one. Staff must now write the ordinance, and a vote is expected at the board's December 1 meeting. The data center under construction in the county is HostDime's seven-story, 100,000-square-foot building along I-4 near Lee Road in the Town of Eatonville, which could open in October if it passes final inspection.
Commissioner Kelly Martinez Semrad, who proposed the pause, said the county's code has no reference to data centers at all, and that she received more than 800 emails in favor of a moratorium. Of the 54 people registered to speak at the September meeting, none said they wanted to live next to one. "A moratorium gives the county time to choose the rules," she said. State Rep. Water is the main worry. Martinez Semrad said the county faces a 96-million-gallon-a-day water shortfall by 2045, and that the largest data centers can use up to 5 million gallons a day. "Water is a finite resource, and we know that our aquifer is already strained as it is," said county chief planner Marcus Bastian. Florida law defines a large data center as one using 50 megawatts of power or more; county staff said smaller ones of 2 to 5 megawatts have operated here for decades.
HostDime broke ground in Eatonville in 2016 on a smaller building meant to open in 2018. Since missing its July 2025 deadline it has owed the town $250 a day, $99,250 by September 1, 2026. The Town Council put off a vote on doubling the fine so it could meet the company first, and Mayor Ruthi Critton said the town still wants the data center to open.
