Meta is building a $10 billion data center campus in Lebanon's LEAP Research and Innovation District: 13 buildings on 1,500 acres, 10 of them data centers, with the first phase expected online in late 2027 or early 2028. Everywhere else, Boone County has paused new data centers: the County Commissioners unanimously adopted a one-year moratorium on June 15, 2026, running through June 15, 2027, for unincorporated land and the town of Advance. It does not affect Meta.

LEAP is a state-sponsored technology park on land annexed into Lebanon, so the county has little say over it. Water use in the district, which also holds Eli Lilly plants, has been at the heart of the local debate. The state granted Meta a 35-year sales tax exemption for investing at least $1 billion in its first six years. Meta says it will pay the full cost of its energy, give $1 million a year for 20 years to the Boone REMC Community Fund for energy bill help, and "restore 100%" of the water it uses through a farm irrigation project.

The moratorium covers about 60 percent of the county's land, where no data center had been proposed. "We just want to get ahead of these projects that might encroach on the rural lifestyle and rural atmosphere," said Area Plan Commission president John Merson, who has said he would rather ban them. All four speakers at the June 3 hearing supported a pause. "I'd rather you just say no more to begin with and not even mess with a year," said Thorntown resident Cynthia Holmes.

The county's zoning code dates from 1998 and its comprehensive plan from 2009, and neither was written with modern data centers in mind. County planners are using the moratorium year to study them as part of updating both, before the pause ends June 15, 2027.
