Amazon Web Services' Project Rainier campus near New Carlisle, which trains Anthropic's AI models, is already running about 910 megawatts of power and is expected to grow to as much as 2,200 megawatts, or 2.2 gigawatts, once the roughly 30-building campus is finished. Construction began in 2024; about 18 buildings were operating as of July 2026, when AWS said it had invested $13.8 billion, past its original $11 billion goal.

Neighbors describe a changed town. Riley Thompson, who lives on family land at the edge of New Carlisle, told TheStatehouseFile.com about workers "flying through" past children and fresh litter on every walk; retired mail carrier Daniel Caruso called the construction-era commute "a nightmare." AWS says the buildings use water for cooling less than 2 percent of the year, but the county's economic development director confirmed actual water use is covered by a nondisclosure agreement. "What is so secret about how much water you use to cool your servers?" Caruso asked.

A second, larger AWS-area proposal collapsed: the county council voted 7-2 in December 2025 against rezoning 1,000 acres of farmland east of New Carlisle for a $12 billion campus, after residents said it would cost them their homes and cited school buses on U.S. 20. The developer may return after six months. Microsoft is separately building a data center near Granger, within Mishawaka.

Republicans on the county council called in August 2026 for a two-year moratorium on new data centers, arguing officials should see how the AWS and Microsoft campuses perform first. Democratic council president Bryan Tanner said "an arbitrary time clock is not a replacement for good judgment" and warned that state lawmakers had nearly stripped local governments of land-use control. No moratorium had been adopted as of the council's late-August debate, and no later vote has been published.
