Edged is building a 200-megawatt data center campus, known as Project Lola, at College Road and East Kanesville Boulevard in Council Bluffs. The first of its two buildings was topped out in June 2026 and the second was due to be in September. Google has run a data center campus in the city for years, and in June 2026 the City Council voted 5-0 against a one-year pause on new data centers.

Mayor Jill Shudak asked for the pause so the city could write data center rules and check its water and sewer capacity. "We're running very high at capacity for both water and sewer," she said. Public Works Director Matt Cox said a single large project can use as much wastewater capacity as about 4,000 homes, and a new treatment plant could cost $200 million to $300 million. Councilman Douglas Rew said a pause would make the city look "closed off" to developers.

Council members said a wastewater plan was the better next step and that new zoning rules could be written without a moratorium. Google said its Council Bluffs campus used 1.3 billion gallons of water in 2025, more than any of its other data center sites. At the June hearing, county resident Roger Williams said vibrations from soil work at a data center construction site had damaged his home.
