CyrusOne data centers: 51 sites mapped

CyrusOne, a Dallas-based data center developer owned by the investment firms KKR and BlackRock, put itself in front of county boards and courtrooms on two continents this year. In several places, residents asked the same question: how much say local government actually has.

In Freestone County, Texas, CyrusOne is building a campus beside Calpine's Freestone Energy Center gas plant near Fairfield, with plans for up to 760 megawatts in two phases; the first phase is already under construction. About 30 people spoke against a tax abatement for phase two at a June 10 hearing, worried about noise and water use. Before a follow-up hearing on June 17, CyrusOne withdrew its abatement request and the hearing was cancelled. County Judge Lloyd Lane said that removed the county's only leverage. "The Tax Abatement Agreement was our only way to have any say in what these companies can and cannot do, and now that is off the table," he said. "Texas is a private property rights state."

In Sangamon County, Illinois, the county board approved a roughly 600 megawatt CyrusOne campus on farmland near Waverly on April 7, 2026, by 17 votes to 10. On July 6 farming families, including the Caruthers family, and a neighboring kennel owner sued to overturn the approval. The county asked a judge to dismiss the case, with a hearing set for October 9, 2026. Illinois Times reported that CyrusOne was already talking with county officials in February 2025, before the county wrote its data center zoning rules.

In west London, Ealing Council approved a CyrusOne data center on the former Honey Monster food factory site in Southall on July 15, 2026; the council will receive almost 17.8 million pounds in planning contributions. With the local grid under strain, CyrusOne said it had secured its own electricity supply from elsewhere rather than draw on it.

CyrusOne is also building a five-building, 400 megawatt campus in Whitney, in Bosque County, Texas, next to Calpine's Thad Hill Energy Center. The newest of the five buildings, a $430 million, 93,000 square foot facility called DFW17C, is due to finish by April 2027.
