Data centers in France: 22 projects mapped
France's biggest data center fight is over Campus IA at Fouju, near Melun in Seine-et-Marne: eleven data centers on about 90 hectares, 70 of them mostly cereal fields, eventually drawing up to 1,400 megawatts of power, about as much as one nuclear reactor. The Seine-et-Marne prefect authorized the first buildings on July 29, 2026, after a public inquiry held from April 30 to May 30. Opponents, led by France Nature Environnement and the farmers' union Confédération paysanne, are weighing a court appeal.
They object to the loss of farmland, the heat, more than 600 backup generators running on fuel oil, and refrigerants classed as PFAS chemicals. A petition against the project has more than 50,000 signatures. The grid operator RTE plans to connect the site in steps, 240 megawatts by the end of 2027 and 700 by the end of 2029. The prefect's order bans drawing local water for cooling.

Residents have won twice this summer. In Le Bourget, north of Paris, the newly elected mayor, Mehdi Nezzar, withdrew Segro's building permit for a data center on the former H&M site on June 12, 2026; on July 28 the Montreuil administrative court refused to suspend his decision. On July 10, a judge in Grenoble suspended Sesterce's permit for an AI computing center of more than 60 megawatts at the Rovaltain business park in Alixan, near Valence, because no environmental impact study had been done.
The largest plans are in the north. SoftBank has committed up to 75 billion euros for AI data centers in France, starting with 3.1 gigawatts by 2031 at Loon-Plage near Dunkirk, Bosquel and Bouchain.
