Oracle's name is often the one in headlines, but other companies own most of the land it operates on. Oracle is the cloud tenant, with OpenAI as its customer, on campuses being built by other developers: Crusoe's site in Abilene, Texas; Vantage Data Centers' 1.4 gigawatt Frontier campus in Shackelford County, Texas, and its $15 billion campus in Port Washington, Wisconsin; Related Digital's campus in Saline Township, Michigan; and Project Jupiter in Doña Ana County, New Mexico. As much as $300 billion of OpenAI's projected spending is expected to go to Oracle, which has taken on debt and cut about 21,000 jobs, 13 percent of its workforce, in fiscal 2026 to help fund its share.
In Michigan, Saline Township's board refused to rezone farmland for the Related Digital campus; the developer sued, and the township settled, allowing it to proceed. A judge in February 2026 refused to reopen the case after a resident challenged a closed-session settlement vote, noting the developer had already paid a non-refundable $40 million deposit to the local utility and ordered $2 billion of equipment. Michigan's attorney general has separately moved to reopen the utility's fast-tracked approval of the project's power contracts, calling it "the Oracle/Open AI boondoggle."
In New Mexico, county commissioners pledged $165 billion in industrial revenue bonds for Project Jupiter after a closed meeting in September 2025, and a lawsuit alleges that meeting broke the state's open-meetings law. Construction has continued regardless; Oracle told the county commission in September 2026 that the site was already 26 percent built, with about 3,500 workers on site.
In Texas, Abilene gave the Stargate campus an 85 percent tax break in exchange for an estimated $30 million a year in other tax revenue and thousands of jobs, but the influx of workers has driven local rents up sharply. Oracle and OpenAI have since dropped a planned expansion there. Oracle has not said how much power or water its Stargate campuses will use in total.
