Oracle runs a cloud data center region in Montreal, Quebec, which opened March 30, 2020 as the company's second Canadian region after Toronto. Oracle paired the two regions so Canadian customers could run backup and disaster recovery entirely inside Canada, without their data leaving the country. Quebec's power utility now wants to charge large data centers far more for electricity, and a regulator's decision on the new rate is due by November 1, 2026.

"The new Montreal Region coupled with the Toronto Region enables Oracle to provide multi-region deployments in country to address Canadian organizations' disaster recovery and compliance requirements," said Don Johnson, then executive vice president of Oracle Cloud Infrastructure, when the region opened. In December 2025 Oracle began offering its database services inside Google Cloud's Montreal region too, running on Oracle hardware placed inside Google's data center there.

In February 2026 Hydro-Quebec asked the Regie de l'energie to approve a new tariff for large data centers averaging 13 cents per kilowatt-hour, about double the current large-power rate, starting in the second half of 2026, with a five-year transition for centers already connected. Hydro-Quebec said it expects data center power use in the province to grow sevenfold by 2035, and that large projects still must pass its selection process before getting power.

A coalition of six operators running 23 sites in Quebec, including QScale, Vantage and Cologix, is fighting the tariff before the Regie de l'energie as too high and unfair, La Presse reported in May 2026.
