Oracle rents 91,809 square feet inside a Digital Realty building at 43915 Devin Shafron Drive in Ashburn, Loudoun County, Virginia, where its data center has operated since 2010. On September 15, 2026 the Loudoun County board of supervisors voted 7-1-1 to direct staff to draft a resolution pausing new data center applications for up to 12 months; the pause is not yet in force, with a final vote due October 20, 2026.

The lease covers three quarters of the building's power load, 6.75 megawatts of Oracle's use, runs through August 31, 2032, and costs about $9.47 million a year, with Morgan Stanley as the building's other main tenant. Loudoun County, home to unincorporated Ashburn, is known as "Data Center Alley" for its concentration of data centers; Ashburn's district supervisor Michael Turner counted 199 data centers in the county with another 117 in development.

Those facilities took 24 percent of Dominion's Virginia electricity sales in 2023, and the utility plans to spend $50.1 billion on capital projects between 2025 and 2029 to keep up with demand. "This pause is a major step forward," said Algonkian District Supervisor Juli E. Briskman, who brought the proposal, adding it gives the county "the breathing room required" to rewrite its data center rules.

The property last changed hands in 2022, when GI Partners bought it from Starwood Capital for $150 million; Oracle's cloud region there, us-ashburn-1, has three availability domains.
