Oracle's Toronto data center, its first in Canada, opened on January 17, 2019 in Toronto, Ontario, Canada, to host the Oracle Cloud Infrastructure region there. Oracle did not say how big the Toronto data center is, DCD noted.

"Enterprises in the region still have limited ability to run mission-critical applications in the cloud and are struggling to attain the level of performance they have on-premises without a major overhaul," Oracle's Don Johnson said at the opening. Cologix said it would offer private connections to the Oracle region from its Toronto data center, TOR1. Oracle added a Montreal region in March 2020 so Canadian customers could run disaster recovery across two regions inside the country. In December 2025 Oracle also began selling its database services from inside Google Cloud's Toronto and Montreal regions.

Ontario is now setting rules for data centers. On August 13, 2026 Premier Doug Ford outlined a provincial framework under which new data centers must pay all their energy costs, could face a higher rate class than other industrial users, get no cash incentives, and must show local benefits to win approval. "But if any data centre thinks they’re coming into Ontario and getting a freebie: not happening", Ford said. Toronto and other municipalities had pressed the province for clearer rules, Oakville passed a one-year data center moratorium that week, and Mississauga was set to vote on its own pause. The grid operator said data center requests to connect had doubled since March and now equal more than a quarter of the province's peak demand.

Under Bill 40, amendments to the Electricity Act that took effect on December 11, 2025 let the province prioritize and approve grid connections for data centers it deems to serve its economic interests, with the details left to regulations still to come. Oracle's existing Toronto region is already connected; the new framework applies to future projects, which Oracle has not announced in Ontario.
