Data centers in Michigan: 23 projects mapped
Michigan's largest data center, a $43 billion campus for Oracle and OpenAI being developed by Related Digital in Saline Township, Washtenaw County, is being built after the township, under threat of a lawsuit, approved the rezoning it had first denied. A resident has asked the State Tax Commission to reject the project's property tax break, arguing the township skipped a required public hearing. In Van Buren Township, Wayne County, Google's 1-gigawatt Project Cannoli won preliminary site plan approval in February, and its substation was approved in May.
About 50 townships, cities and counties now have a pause or ban on new data centers in force. Residents have also stopped projects outright: Augusta Township voters overturned a data center rezoning in August, about 90 percent to 10, and Allen Park's planning commission voted 7-2 against a 26-megawatt data center near homes and a high school. Developers withdrew in Howell Township, Lansing and Washington Township in Macomb County.

Microsoft has plans in Gaines and Lowell townships in Kent County and in Dorr Township in Allegan County. Its Lowell Township project is on hold while the township writes a data center ordinance. "We cannot just exclude Microsoft. That's exclusionary law in the state of Michigan," said Julie Echtinaw, who lives across the street from the site and sits on the committee drafting it. In Ypsilanti Township, officials oppose a University of Michigan and Los Alamos National Laboratory data center on 124 wooded acres, but the university is exempt from local zoning.
Gov. Gretchen Whitmer's plan, released in July, asks data center companies to sign a voluntary pledge to cover their own costs and asks lawmakers to write consumer protections into law; her office has said she would veto a statewide moratorium.
