Most of Japan's data centers are around Tokyo and Osaka, and the newest fight is on Tokyo's western edge. In Hino, residents oppose a large data center planned near their homes. "This is a terrible plan," Yoriko Kitagawa, 94, told AFP, and on June 30, 2026 neighbors put up protest flags reading "Do Not Push Forward with the Data Center Construction!" Nearby in Fuchu, DayOne and Gaw Capital have broken ground on an 80-megawatt campus in Fuchu Intelligent Park; its first nine-story building is due by mid-2027.

The biggest cluster east of Tokyo is in Inzai, Chiba, where Equinix, MC Digital Realty, STACK and AirTrunk have sites; near Osaka, data centers gather in the Keihanna science city and in Ibaraki. Power and builders are the limits. Yasuo Suzuki of NTT Global Data Centers says developers around Tokyo face long waits for power, and may wait up to three years just to start construction because contractors are fully booked.
