Chiba's data centers are concentrated in Inzai and neighboring Shiroi, where about 30 buildings stand around Chiba New Town Chuo Station, an area nicknamed the "data center Ginza." Amazon and Google run data centers in Inzai, Daiwa House is building a 14-building data center park, and NTT plans a 50-megawatt TKY11 for April 2027 with a 200-megawatt TKY12 campus beside it in Shiroi. On August 28, 2026, Inzai filed bills letting it restrict new data centers in the Inzai Makinohara East district from January 1, 2027; no council vote result has been published.
The fight is over a building planned beside the station. Inzai Five TMK of Tokyo plans a six-story, 52.7-meter data center with about 30,000 square meters of floor space next to three condominium blocks, 11 to 83 meters from residents' homes. Residents gathered more than 13,000 signatures, and on March 5, 2026, ten of them sued the private inspection agency Japan ERI in Chiba District Court to cancel its January 27 building approval, arguing that a data center is really a factory or warehouse, which the district plan bans there.

Residents fear lost sunlight and views, hot exhaust air, noise and stored backup fuel. Plaintiff Munekazu Tanikawa said allowing a data center in front of a busy station would set a bad precedent for city planning, and the residents' lawyer, Satoshi Oikawa, said the key question is what a data center legally is, since Japanese law does not define one. In Shiroi, residents are separately suing the city to cancel its permit for a data center under construction in the Tomigaya district.
Inzai has grown rich on data centers: its fixed asset tax revenue roughly doubled in a decade, to about 15.5 billion yen, the Tokyo Shimbun reported. To keep up with their power demand, TEPCO Power Grid opened a new extra-high-voltage substation in Inzai in June 2024, fed through a 10-kilometer tunnel from Funabashi.
