Tokyo is where Japan's data center fights have been sharpest, because operators have been building close to homes. Japanese building law has no definition of a data center, so a project classed as an "office" can go almost anywhere, which residents say is the root of the conflicts. In Hino, Mitsui Fudosan plans three buildings with a peak demand of about 250 megawatts on the former Hino Motors factory site next to streets of detached houses; it has cut the maximum height from 72 to 63.5 metres, but the old factory was under 30 metres, and a residents' group says the company has not disclosed its estimates of waste heat and noise. "Why bring a data center so close to where people live?" asked Yasuo Yamazaki, its co-chair. Residents in Koto, Akishima and Kodaira in Tokyo, and in Inzai and Saitama nearby, have joined forces and are petitioning for data centers to be defined in law.
Power is the other limit. TEPCO Power Grid had 15 gigawatts of data center transmission connection applications by the end of fiscal 2025, about a quarter of its peak demand, and its president has said it aims to halve the time it takes to connect them.
In Akishima, in western Tokyo, GLP's project covers about 590,000 square metres with eight data center buildings and three logistics warehouses. More than 220 residents petitioned against it in 2024, saying about 3,000 of the site's 4,800 trees would be felled and that the city's water comes solely from groundwater. "One company will be responsible for ruining Akishima," said Yuji Ohtake of the residents' group. In February 2026 residents protested outside city hall over how the city was drafting a new development ordinance. Governor Yuriko Koike told the metropolitan assembly on February 18 that Tokyo would publish guidelines on dialogue between data center operators and residents, the first of any prefecture.
