CyrusOne operates a data center on Westover Hills Boulevard in San Antonio, Texas, part of Bexar County's Council District 6, the section of the city with more data centers than any other. The buildings hold 295,785 square feet of technical space and 36 megawatts of total IT capacity, built in 18-megawatt redundant power blocks, with eight Detroit Diesel generators rated for 48 hours of running and sixteen uninterruptible power supplies. Cooling is a closed loop chilled water system that uses no water.

Councilman Ric Galvan says his district has the highest concentration of data centers in San Antonio. CPS Energy and the San Antonio Water System briefed the city council on what that growth means for power and water; CPS put the energy needs of data centers already in its pipeline at around 26,000 megawatts.

On August 25, 2026 the council debated two options: a moratorium on new data centers or permanent changes to the city's development code. City staff recommended the code changes, which would confine data centers to certain zones, keep them at least 500 feet from homes and schools, and bar them from the Edwards Aquifer recharge zones. A moratorium could last only 90 to 180 days, would not stop projects already under way, and would take until year's end to enact. A council vote is possible by mid-October 2026.

"So it's a patch. It's not gonna fix the problem; it's gonna slow down the development right now," development services director Amin Tohmaz said. Councilman Jalen McKee-Rodriguez backs a moratorium, saying the city has "a very clear and present moral obligation to take action." Councilwoman Misty Spears disagreed: "San Antonio has a major economic opportunity in front of us, and a moratorium sends a concerning message."

Galvan, who pushed for both the pause and the new rules, said he does not want to block every future data center but wants council approval required for each one, with "transparent community meetings with the neighbors around them."
