CyrusOne's proposed Dugway Proving Ground data center would cover about 1,201 acres of the Army base near Dugway in remote Tooele County, Utah, under a project the Army announced in March 2026, with initial operation expected in fiscal 2029. The Army entered exclusive negotiations with CyrusOne, a Dallas firm held by funds managed by KKR and BlackRock, through its Enhanced Use Lease program, and no deal had been finalized when the choice was announced.

The Army says the developer will finance, build and run the data center at no upfront cost to taxpayers, with its own behind-the-meter power and water systems, and that the Army Corps of Engineers will conduct an environmental review.

The Skull Valley Band of Goshute Indians, a tribe of 134 enrolled members based in Grantsville, opposes the project over groundwater. "The hyper-scale data center will have an extreme impact on the quality and quantity of groundwater available to ensure the tribe's survival, potentially contaminating the tribe's sole source of water and the area's fragile ecosystem," the band said. The band says the facility would use 500 megawatts of electricity and discharge up to 250,000 gallons a day of salt-heavy wastewater, and that Tooele County's groundwater is already over-allocated. It sent a letter of opposition to Gov. Spencer Cox without getting a response, and is also fighting an EnergySolutions plan to bring 1.31 million cubic yards of low-level radioactive waste from Canada to the county's Clive facility.

The tribe has asked Tooele County officials to oppose any zoning or land-use requests tied to the project. The project goes ahead only if the Army and CyrusOne finalize a lease, which the Army's solicitation suggested could run 50 years.
