CyrusOne's NVA1, NVA2 and NVA3 data centers sit on a 14-acre campus at 21111 Ridgetop Circle in Sterling, Loudoun County, Virginia, about eight miles from Dulles International Airport. The company says the campus has 420,000 square feet of technical space and 44 megawatts of IT capacity, cooled with a zero-water system. CyrusOne opened its first Loudoun County data center in 2015, and by early 2023 said it operated 10 data centers at five campus locations in the county.

Loudoun is home to 233 data centers, the largest concentration in the country, and their spread has been contentious. On September 15, 2026 the Board of Supervisors voted 7-1-1 to have staff draft a resolution pausing new data center applications for 12 months, with Leesburg's Kristen Umstattd voting no and Catoctin's Caleb Kershner abstaining. The pause would apply only to new applications; the county attorney said an indefinite moratorium would not be legal.

Residents have complained about health problems from living close to data centers, and about the high-voltage transmission lines the power demand brings near homes, schools and backyards, while the construction industry has argued the projects bring needed jobs. The Board of Supervisors still has to take a final vote on the resolution, due back on October 13, 2026.
