Data centers in Spain: 20 projects mapped
Most of Spain's new data centers are planned in Aragon, around Zaragoza, where about 30 projects are moving through approvals and more than €47 billion has been committed. The largest single plan is Blackstone's Campus Rhodes at Calatorao, up to eight data centers and 650 megawatts of power. The next decision is national: on August 26, 2026, the Spanish cabinet sent out a draft royal decree that would make data centers of 1 megawatt or more match at least 80% of their power use, hour by hour, with new renewable generation.
Regional governments are fighting the decree. Aragon's economy minister, Eva Valle, called it "especially damaging" for the region, and Madrid's government, which counts 56 projects in its own pipeline, asked for it to be withdrawn. The public comment period closed on September 4; no final decree has been published. Government sources said the rule is "in no case" a moratorium.

Opponents in Aragon object to fast-tracking. In August 2026 the regional environmental agency, INAGA, cleared Campus Rhodes through a simplified environmental review instead of the full one, and Ecologistas en Acción has filed objections against projects being declared strategic for the region. In Catalonia, a campaign backed by more than 140 organizations protested outside the AI Summit Barcelona, demanding a moratorium on data centers over 5 megawatts. The Catalan city of Lleida has banned data centers outright.
Water is the argument in Talavera de la Reina, Toledo province, where Meta plans a €1.1 billion data center. The Tagus basin authority warned that early projections showed 665.4 million liters of drinking water a year; Meta cut its plan by 24%, and the regional government has called the expected use "adequate" for the area.
