Data centers in Carroll County, Kentucky: 2 projects mapped

Two large data centers are proposed in Carroll County, and outside the city of Carrollton there is no zoning to regulate them. Poe Companies and PowerHouse Data Centers of Louisville plan the $9.6 billion Carrollton Industrial Campus on about 550 acres in Greens Bottom, between Interstate 71 and the Kentucky River, reportedly using 800 megawatts of power. DECA Companies proposes a $4 billion data center on several hundred acres on Sharon Road east of Ghent, and the decision on its state tax incentives rests with the state, not the county.

The Greens Bottom project was in the works for over a year before it was announced in July 2026. In July 2025 Carrollton's mayor, Robb Adams, signed an unrecorded option to sell about 340 acres of city land for it, after a council executive session of almost two hours. "I don't trust the jobs numbers. I don't trust the tax numbers," said Amy Wright, who lives a few miles away, after an August information meeting open only to county residents. The developers promise 320 permanent jobs and $64 million for education, but have not drawn detailed site plans.

On June 24 the Fiscal Court sent the state a letter supporting DECA's application for tax incentives. "Carroll County does not have the capability to block this project," Director of Government Services Matt Dusing told magistrates. DECA's handout promises $40 million a year in local taxes and 300 permanent jobs. In August the Fiscal Court voted to start forming a countywide planning and zoning commission, which will take years. "It's a little too late now that we want to talk about that," said Laura Beth Austin of Ghent.
