Data centers in Maryland: 12 projects mapped
Maryland's largest data center plans are in Adamstown, Frederick County, where Aligned Data Centers has broken ground on a 72-megawatt building, part of a 264-megawatt campus in Quantum Frederick Park. On September 14, County Executive Jessica Fitzwater rejected a developer's offer of $110 million in community benefits for the 2,100-acre Frederick Digital Campus north of Adamstown, in exchange for freezing county zoning rules for eight years. She also extended the county's pause on new data center applications to July 1, 2027; it does not stop work already under construction.
At least 11 counties and Baltimore City have now paused or banned new data centers. Prince George's County has a two-year hold, Montgomery County an 18-month one, and Harford County banned them with no end date. In Montgomery, Atmosphere Data Centers is challenging the pause, which stopped its 360-megawatt campus at the former Dickerson power plant. "You do not want to see any more decisions made about data centers, not until we have the next county council seated, and not until the state completes its impact study," Fitzwater told Frederick residents.

In Calvert County, Amazon Web Services dropped its plan for 2.4 million square feet of data centers at the Calvert Cliffs nuclear plant in Lusby in August, after voters ousted all three commissioners who had voted against a pause. The county held a hearing August 18 on a six-month moratorium; no result has been published. Melissa Emmal, whose petition for a pause passed 10,000 signatures, noted Amazon could resubmit.
A new state law, the Utility RELIEF Act, makes data centers pay for the grid upgrades they need. A state study of their effects on air, water, the Chesapeake Bay and the grid was due September 1, and more than 60 groups have asked the General Assembly for a statewide pause when it meets in 2027.
